my rank is 9800 in mains, can i get cs or it branch in mnit allahabad thru state qouta as i belong to uttar pradesh

Sorry to say but you will not get CS or IT in MNNIT.
The cutoff for CSE Goes from 3085-3504. And for IT it goes from 4748-5504.
As per your rank and previous year cutoff, the colleges you get are:-
MNNIT Allahabad
Branches:- ME,CE, Production and biotechnology
