See it is little bit difficult to suggest that whether you will get seat in any government college or not because different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon numerous factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.

According to the marks you have mentioned in the question your rank is expected in the range of 84347 - 101497. So if we check out previous years NEET cut-off trends in Rajasthan for All India Quota then there are no chances for your sister to get seat in any of the GMCs, the reason being is last year the closing rank for government colleges was 6269 for JHALAWAR MEDICAL COLLEGE, Jhalawar under All India quota for General category.

Since you are from the general category, you have very low chances of getting a seat in government medical college with this rank. You should apply for state counseling. Also note that the cut-off rank changes every year depending on the difficulty of the paper, and the number of candidates appearing for it.
