Admission to government medical colleges is done under two categories. All India quota (15%) and state quota(85%). Each state declares a seprate merit list for candidates of that state.
So with 381 marks and SC category, you might not get through All India quota but you have ahigh chance of getting lower ranked medical colleges in your Kerela.
So, fill online form of your state medical counselling and you will surely get some government college.
