Since your documents are verified, you are eligible for the first round counselling but for the completion of first round counselling, choice locking is necessary so that you can go to second round counseling with those choices. So if the first round counselling is incomplete, you cannot go for the second round. All the events have tentative dates you may keep an information of, to not to miss an update.
