Hi, NAAC stands for National Assessment and Accreditation Council it is committee that assess Indian Institutions for better education in higher education system. Grades are given to college according to their facilities and quality education. Where as UGC is University Grants Commission provides recognition to the universities/colleges in India. It also disburses funds to the universities and college as you can see that the name of the institution itself contains the word 'GRANTS' defining its main function to provide recognition and grants to the universities of India.
