Will my ST rank help in getting a college to NLU or all India rank counts only? My ST rank is 293 and all India rank is 26528.

Your All India Rank will count if you take admission under the general category. But as your AIR is not good enough for a general category seat in an NLU, it wont count.
Now as your ST category rank in 293 you do have some chances to get admission in this category, so your ST category rank will count for taking a seat under that particular category.
