Hello,
Once you paid the fees to the college they won't refund you because you want to go other college. If you want to wait for JOSSA counselling you can if you find it worthy. If you won't get any college in the end then your 1year will be waste. So analyse you will get a college at the end or not. As your rank is high around 30K. You know better what is good for you.
Do anything after complete analysis and preparation if you won't get then what you will do.
