It depends upon a lot of factors viz. number of students who scored highest marks, difficulty level of the question paper, and number of students who appeared for the exam. Nothing can be said with surety till the NEET 2018 result is declared. Hope for the best. I think there will be a tough competitions for 400 marks.
I am really very sorry but this a quite low score to get a government medical college. You can try for private medical college. However don't loose hopes. Wait for AIR!
