I get 83 percentile in jee main January session. Can I take admission in CSE or ECE department in NIT Rourkela through this percentile? Please tell me something about this.

With this percentile in JEE Main, you AIR will be around 2 lakhs. With this rank, you have negligible chances of getting CSE or ECE at NIT rourkela. CSE cutoff for NIT rourkela is around 5000 Rank for other state candidates and it is around 10k for Home state candidates. And similar are the cutoffs for ECE.
You may also not get CSE or ECE at any of the top NITs, either you should try for other branches at NITs or some other Institutes.
