Hi dear,
Lateral entry in CSE degree is only allowed if you have done diploma.
Without diploma, you need to get admission in 1st year and not directly in 2nd year.

No without pursuing the DIPLOMA course you cannot get lateral entry into 2nd year in any course of engineering branch in any college in India. As per your JEE MAINS score of this year, on merit base, college and course will be granted to you as on how you fill your colleges list form.
