If i chose to take the seat assigned to me through All india MCC counselling round 1 and not apply upgrading in round 2, will i be eligible to participate in Tamilnadu state counselling?

Hello,
All India NEET counselling is conducted by Directorate General of Health Sciences( DGHS) for All India Quota seats (15%) in government colleges throughout India.
While the state counselling is conducted by the respective state medical boards for admission to government and private medical colleges under state quota (85%).
They both are not linked to each other. So, if you do not chose to upgrade in 2nd round in All India counselling, you will still be eligible for state counselling.
