yes you may use the ews certificate for all government jobs and admission in all india. right now in india only the state government are issuing the ews certificate. the annual income limit has been set by the central government for admission to central government-owned colleges and jobs offered by the central government. so if it matched with the state government criteria than you can surely apply through it. in general ews certificate is not only based on family income but also the property owned by the family. if family income is less than 8 lakhs but they have the following property they are not eligible for ews category,
Five acres agricultural land or more
Residential flat of 1,000 square feet or more
Residential plot of 100 square yards or more in notified municipalities
Residential plot of 200 square yards or above in areas other than the notified municipalities
You just have to clear the cutoffs(no i am not joking). In some colleges you can easily get admission just by getting 150+ marks (but with hell lot of money).
KIMS and MS ramaiah consider atleast 400-450+ score(without Donation).
So, in Private it is all about money, how much you can roll.
Well let me tell you, IVY league colleges are the top colleges in the world, and their selection process is quite different. More than your grades and internships, they test the candidates overall personality. The factors they consider include personality of the candidate, his extra-curricular achievement, participation in society, creativity, english proficiency, general knowledge, contribution to the society, logical ability, ambitions, and much more.
Sure, your achievements such as your PhD degree, internships, experience and publications count, but remember, people from all over the world apply and they are probably better. There are researchers from top universities of the world, you consider admitting to these universities as their goal in life. Even a person who has excelled in sports such as represented his country at inter-national level, or a chess grandmaster, does not have a surety of getting admitted to these universities.
Considering all these factors, judging you just on the basis of academic qualifications, would be unfair, but still I would say, academically you will have a good chance.
