It is a guideline by the Supreme Court that once allotted a seat in the second round of counselling, a candidate cannot vacate it. In case a candidate has been allotted a seat in round 2, they can exit by getting their security money forfeited. Now since you have joined and withdrawn the seat ,your security money will not be refunded but your admission fee might be refunded fully or partly if you have cancelled within the given time frame by the college.
