Yes you can appear for NET Junior Research Fellowship as the main eligibility criteria requires that the applicant must have completed master's degree or equivalent with an aggregate of 55% (without rounding off) in language, Social Sciences, Computer Science and Applications, Electrical Science etc. Since you have done your masters in English you are eligible for it.
