My scores and rank in CLAT 2019 are 128.25 and 3140 respectively. Is there any chance so that I can make into any NLU?

Dear aspirant, as you have not mentioned your category it's very difficult to tell you the correct answer. But according to your score and rank in clat 2019,their is no possibilities for general category to get seat in the NLUs, but their is chances for SC and ST category to get seat in NLUs.
