Hello Madhukar,
There's a complete list of students who appeared for JIPMER 2019 on the website of JIPMER. In that list, in the last column it's mentioned whether you are eligible for JIPMER counselling or not. You can check your eligibility from there.
The PDF can be downloaded from the same site where there's the PDF of shortlisted candidates for counseling.
