I failed to upload my MBBS degree in application to FMGE JUN19, and I didn't send even self-attested docs within cut off date, I'm eligible?

Hello,
As per your requirement, i would say that as you applied for fmge 19, so you must be interested for mbbs.
As the dates for submitting of documents for this exam mentioned above, is already over and moreover you have not even self attested documents within the cut off date, so you are not eligible for this exam.
Only you can now apply next year for this exam and apply for it and attempt the exam.
