I got 99.06 percentile in jee mains,299 in bits and expecting 8k rank in jee advanced 2019. What colleges will be best for me ?

As you have secured 99.06 percentile in JEE mains which in itself is very good marks.
Also you are expecting <8k rank in jEE advance,so it will be better for you to join IITs first.
Your first priority should be for seeking admission in one of the IITs as per your rank.
Then you can try for the top NITs.
At least try to get seat in IIT/NIT.
