i hold domicile of haryana and had done class 12 from Delhi. Am i eligible for 85% state quota of both the states?

Usually you are considered eligible for state quota only if you hold a domicile certificate or if you are a domicile of that state. In this respect, you are definitely eligible for state quota of Haryana.
However, In Delhi you are eligible for state quota if you are a domicile or if you have given your board exam in any institute of Delhi. So as per this, you are also eliigible to avail admission under state quota in Delhi.
