Based on previous years cutoff you do have chance of getting into government colleges for BDS under the AIQ quota, but for MBBS it is quite tough. In 2019 Koppal Institute of Medical Sciences, Karnataka had a cutoff score of 409 for the General category which is below the score that you got. but alot of Dental colleges have lower cutoffs.
But the cutoffs do vary every year and it depends upon the number of candidates appearing for the exam, the difficulty level of the question paper, total seats available. So do try even in colleges where the cutoff is more, but around your score. So do keep hope.

Directorate of Medical Education and Research ( DMER ), Haryana, is the conducting authority of Haryana MBBS 2020 counselling for the eligible candidates. The first two rounds will be conducted in online mode and the mop round for Haryana NEET counselling will be conducted manually

Usually state quota counseling is preceded by AIQ counseling

all india rank is 210125 and reserved sc category rank is 16496 and score is 379 so there is a chance of getting medical college in delhi ,up,haryana,punjab etc or not?

you have not mentioned your domicile trying and you are asking your chances from four different states so I think you are asking your chances of getting a medical college from all India quota.
Let me tell you this straightforwardly that you have close to 0 chances of getting a medical college through all India quota. For 15% of seats. there is too much competition show the cut off remains very high.
Vidya score and category you can definitely get a seat from your state counselling but you don't have chances through all India quota counselling.

as your Marks is average so you will not getting admission in curaj but you will get admission in cu punjab and cu haryana. I would suggest you to apply for counselling so that you will get a chance of taking admission in these colleges.
