You can apply through state counselling only in the state which you  are from. Since you are from maharashtra you can apply through Maharashtra state counseling of neet using which you will get admission in maharashtra colleges. If you want to get admission in private college of gujarat the only option you have is all india counselling. You cant secure a seat through state counselling in gujarat since you are from maharahstra.
