So the amount that is the counselling fee would only be refunded to the candidates account if you do not get any seat through out all the rounds of counselling. As you have mentioned that you did take admission through All India Quota so in that case the amount would not be refunded to you rather it would be shifted to the college you chose later in state quota. The amount will be adjusted in the annual fee for first year of admission.
