My college has not yet given me my provisional degree cert and the marksheets for the last 2 semesters. It is upsetting me.

Kindly specifically mention your query. You want to take the admissions in ANNA University or you are already studying there? You can contact the admission department for the marks sheet. Generally it takes time to get the marks sheet you can ask them for the same by writing an email or an application to the department. No need to worry for this you will get all your certificates.

You can inform the college admission department about this, they will grant you some time to submit the marks sheet and then try to get the certificates in the meantime.
