Hello Aspirant,

Firstly, you don't worry. It is not a big deal to change college in your 2nd year. What you have to do is inform your current university official first about this matter. After 1st years final result declaration you can talk to college staff regarding changing college. The formalities they will brief.

After completion of all the formalities done you can apply for your choice of your college or university. Make sure all your necessary documents are ready like migration certificate ( if required ), 1st year's final marksheet etc.

Don't worry there are many ways to get admission in other college.

You just have to apply for NOC that is the No Objection Certificate which will help you for getting you sister transferred to another college.

Have a talk to the college she is studying in present and the college she want to opt for.

Then you have to give a application to DTE if she had applied through the cap round in 1st year

As in 2nd year seats are available so you can do the process as soon as possible.

Not possible , they have to again take admission in first year . If she cleared diploma then they may have a chance to get directly admission to  second year.
