Honestly in this rank you can't expect any of the IIITs/NITs . Instead you should look for GFTI'S/ private colleges by giving entrances for Bangalore colleges, west bengal colleges.
In GFTIs there are colleges like Assam University, gurughasi bilaspur , kongri Vishwavidyalaya, Assam University. In private colleges you can go for VIT Vellore, SRM University, Manipal University.

NIT Surathkal -

This answer is a very perspective oriented one. There is no doubt that there is more demand in the market for CSE branches, however even this is true that IIIT Agartala is a very new college and it will take it years to build a reputation in the industry before it starts getting respected.
If you want to keep your options open in other fields like banking, consulting or IT, then EIE at NIT Silchar is the clear winner. But if you want a core CSE degree from a good college, then IIIT Agartala is the way to go.

As per your ews rank is concerned let me tell you that it is a bit higher rank and it is difficult to get any IIIT/NIT so i would advise you to choose private colleges such as SRM University, Manipal University, BITS Pilani, VIT vellore, comedk colleges.

You said your category rank is 27k. I am afraid your chances of getting into any of the NITs or IIITs is pretty low, because your sc rank is too high. And you can understand that reserved seats are limited in number in these institutions.
But if you have a home state quota in any of the lower NITs then you might have a chance of securing a decent branch in one of them. For example, NIT Meghalaya accepted till SC rank 27k for Mechanical and 39k for EEE under HS quota last year.

With this rank it will be difficult to get high demanding branches like CSE, IT, ECE etc in good NITs or IIITs. As per your rank, your percentile in JEE mains will be around 40. To qualify in JEE Advanced your percentile should be around 46 considering your category.
Cutoff keeps changing year to year. Keep in mind that your chances to grab a seat will vary on the following basis:
Number of seats available
Number of students applied for the same branch
Performance of the students
The category you belong to etc.
You can go for JOSAA and CSAB counselling. Also, you can apply for central University. There you will get more advantages to get colleges.

You should secured a rank (category) below 15000 to have decent chances to get seat in NIT or IIIT. You might have chances to get seat in GFTI if there is one in your home state. Cut off is subjected to change, it may increase or decrease depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.

There are fewer chances to be able to get a seat in CSE, and ECE branches but you can get Electrical and Instrumentation Engineering in HNB Garhwal, Civil Engineering in Pondicherry Engineering College, Guru Ghasidas Vishwavidyalaya, Tezpur University, etc.

Infrastructure is good and facilities availability effective. Facilities are good and efficient no need to adding something on it. Living space also very hygienic and food quality and taste also better than others.
Our college has many classes and laboratories. There is a great Wi Fi service provided by the college all over the campus. The food provided in the mess is also very good here. The hostels are really kept clean and tidy. They have a staff to look after cleanliness. Classrooms are well maintained.
Infrastructure of the college is very big and attractive. All the necessary facilities and equipments like smart boards, lights, fans, seats, AC, projector etc are available for the students. Living spaces is clean and safe also food is hygienic.
