Your chances are better in NITs such as NIT Mizoram, NIT Nagaland, NIT Sikkim, and NIT Arunachal Pradesh. Some IIITs like IIIT Bhagalpur, IIIT Agartala, and IIIT Manipur may also accept candidates at your rank, especially for non-CS branches.
