Yes! You can opt for an upgradation in the second or third merit list. In case a seat in your preference list which is upper than HPNLU is vacated, you will be eligible for an automatic upgradation
Note: please opt for upgradation option instead of lock option during counselling. This will make sure that you get the upgraded vacated seat if there is one.
