I got 98.0175505 percentile in JEE Mains and 98.8369314 percentile in MHTCET. Can I get COEP or VJTI? Even SPIT or DJ Sanghvi?

With 98.8369 percentile in MHTCET your rank will be between 7 to 8k if approximately 3.82 lacs students appeared for MHTCET this year. With that rank COEP and VJTI are struck off. Their cutoff usually lie around 1-2k only. And with approximately 98 percentile your rank should be around 21k, here as well chances are pretty low.
Now coming to DJ Sanghvi the only branch you can land uo there with is Bio Medical Engineering.
So go for it if you are interested in biology too!
