No, you can't do that. For admission in NSIT or DTU, you have to apply in JAC Counseling. If you didn't apply, no matter what your rank is you won't get admission in DTU or NSIT.
Similarly, for admission in NITs, IIITs, or GFTIs, you have to apply in JOSAA counseling. You can't approach NITs directly an ask for admission.
