Hi there

No, you cannot apply for for AFCAT if you have just passed 12th. The basic eligibility criteria for AFCAT is:

Graduated from12th from a recognized board
Graduated from undergrad from a recognized university
Age must be between 20 t0 24 for flying branch and 20 to 26 for ground duty.
