no. generally when you freeze a seat in the 2nd round, you cannot participate in the subsequent rounds of councelling.

you can only participate in the on spot councelling once all the rounds of councelling are finished.

for participating in on spot councelling, you must take withdrawal from the college you freezed your seat in.

still check with the university, different universities have different rules.
