Thappar University is one of the best universities for Chemical Engineering in India. Not only in case of the courses or fees structure all the hostel criterias and other infrastructure is also good. On the other hand the placement record is all noticable.

As you mentioned the Mahatma Gandhi Jawharlal Nehru Mission Engineering college,  actually there no option for Chemical Engineering in the course list.

So no doubtly Thappar University is the best one.
