As per every college guidelines every students must have previous cleared results. According to your quiery it might be difficult to get admission in your mentioned college without clearing 3rd sem properly because they check for a clear result at the time of counseling. Also you can inquiry in your college for a call back request to clear your doubts because some colleges take admission in another way also.

Yes, you can! But only if you feel confident that you would be able to clear your backlogs by re-appearing, then kindly apply for SSC CGL.

Before the exam for SSC CGL in 2021, you must have cleared your backlogs and got the certificate from your respective University! Only then it will be valid while appearing for SSC CGL exam.
