Yes, you can do M.A after b.tech. You can check some of the college's of DU. They have their own entrance tests which you have to pass. You should have a graduation degree from recognised college and atleast 50% marks according to me.

You can do M.A. in english b'coz the degree of B.tech is completelly graduate degree & M.A. can do after graduation. so you are eligible for M.A. most of the university have course of M.A.(english, 2 years/ 4 semesters) & prefer 50% marks of graduation.
