After passing 12th class, is tenth class transfer certificate is given to me or not by college in andhra pradesh

Hello dear student,
Greetings!
Whether it's Andhra Pradesh or someother state , certificates are always returned as Institutes, colleges etc can't keep original certificates of students, as per HRD Ministry. So, it is not permissible for Universities and institutions to retain the school/institution , marksheet, caste certificate and other documents in original.

But my college does not returned my 10th class transfer certificate to me
They said that it is unnecessary

Hi there!
They can't keep your documents like marksheet etc but T.C (Transfer certificate)is mandatory to be submitted at the time of admission in any Institution and it is not returned.
