after 1st councilng of ts eamcet paying tution fee and after self reporting can we apply fr 2nd councilling?? 

No. After paying tuition fee you will freeze your seat and if you cancel your alloted seat, you will not eligible for further round.. there is always option for float or freeze your seat.. by using float option you can also apply for 2nd round counselling but by freezing seat you are locked to that seat..
