If your name is not listed in the 10th high school records, you generally cannot directly register for 9th or 10th again without proper school admission.

For Class 9 registration, you must first take admission in a recognized school. The school will complete your registration process with the respective board. You cannot usually register for Class 9 privately without school enrollment (except through open schooling systems).

If there is an issue with your previous records, contact your previous school or the District Education Office to correct or verify your details. If you want flexibility, you may consider enrolling in an Open School (like State Open School or NIOS), which allows fresh registration.
