No, all the university in India are not under the government i.e not Government university. Public universities are supported by the Government of India. Universities in India are recognized by the University Grants Commission (UGC).

The state governments, while private universities are mostly supported by various bodies and societies.

According to me,Not all the universities are in under government.There are some private universities for example LPU,Thappar university etc. too but university have to get permission from government to build it.

In India there are many universities and colleges. Now some universities are Government Universities and some are private universities. For example Jadavpur University is a government university and Techno India University is a private University. But you cannot say that every University is under government. Because many of the university are established by the government of India and most of the universities are privately established.
So every university or college are not government, there are many private universities, some are centrally funded Universities and some are government universities, and all these three types of universities are different in their own perspective.
Actually the government or centrally funded universities are under control of government. But for many other private universities, the goverment doesn't palys role in them. The private officials do and take decision what they want.
