Cutt off marks is different for different category.If you score more than your category cutt off score then of course you will get qualify for mains exam.As percentile score is declared by NTA through this it is not easy to say about cuttoff marks ,it only tell us about relative performance.NTA doesn't declares any cuttoff percentile yet.
So wait till NTA declares cuttoff score and raw score of every candidate.
