Both are Group A officers . But  2 village Blocks are combined in a tehsil. Moreover, the Tehsildar having magistrate power which is higher than the Block development officer.  The revenue officers are higher than the other department officers except judicial officers.

BDO is higher authority than tehsildar.

BDO is a development officer. He is the incharge of development activities in different departments. He will get more amount than tehsildar.

Tehsildar working in revenue department. He is working under revenue divisional office. He He is the responsible for land revenue and other dues payable to government, he is appointed by Financial Commissioner.

Even though the BDO or a tehsildar is chosen from the same exam but BDO has a higher position from the tehsildar. Both the position are quite different from each other. The tehsildar performs the function of a revenue collector an d possess magisterial power whereas A BDO looks after the development of each sector under a block.
