BDO or Block Development Officer and CO or Circle Officer are both same level officers, so none of them is more powerful than the other.

BDO and CO both are the part of the administration. The Block is divided into two parts one is BDO and another is CO. BDO focuses on the development part of the block where are CO focuses on the Revenue part of the block. So both of them are of same level, you will have in the administration are of the same standards. Now BDO have a more public appearance compared to that of CO. So if you want to get a job position so that you can interact with the public and can solve there issues then BDO will be a better choice compared to Co.
