It is not possible that seats for all government and private colleges will be filled in the first round of counselling. Even if you go for a specific college it is not possible. Counselling process is a long procedure.

After the first round of seat allotment a large number of candidates don't take admission in their allotted college and go for upgradation in the second round. there is also third round of counselling present and even after that a lot of vacant seats filled by open counselling.

So, as per your question , there are a lot of seats available both in govt. and private colleges.

No, there won't be completely filled or taken in first round of state counselling in both private and government colleges because few students if they get some colleges also they won't be willing to join and they will apply for next round and few seats will be let over which will be filled in next or further rounds, so no need to worry if you haven't got or allotted seat in first round you can participate in next round.
