Most of the colleges allow cellphone in the campus but they will not allow cell phone in the class as the faculty may catch you.

In most Colleges around India there is no problem with cell phones/smart phones. But in some colleges there is restriction that you can't have a cell phone/smart phone nor in campus and even at hostel. These Colleges general have strict standards and you have to follow it.
