No, migration certificate and transfer certificate is not the same certificate. According to the utility of the certificates both are different from each other. Migration certificate is issued after you finish your board or University exam. Certificate is issued when you change your board or University. Transfer certificate is issued student take admission in another college with same course duration with in the same University or college for the same course continuation due to some unavoidable reason on  behalf of the student.
