No , the migration certificate and the transfer certificate are not the same .

The migration certificate is issued by the education board or university when the student wants to enroll into some other education board to pursue higher education .When a change of examination board or college is requested, a migration certificate is issued.

A transfer certificate is issued by the head of the institution to a student on his request . When the student is leaving the school or institution the TC is issued which has points like the date of the birth of the student according to the records , the course studied by the student etc etc.
