Yes, you are eligible for NDA if you are a partial dropper provided that you fulfil the other eligibility criteria for NDA exam. Being partial dropper can only be the problem when your age does not fall in the age limit set by NDA but as you said you are under age of 19 and the upper limit for NDA is 19.5 years so there is no hindrance with you being partial dropper.
