Yes, CAT exam is Just an Entrance exam Not a Scholarships Exam so the First step is to clear it with a very good score to get admission to IIM and when You took admission then You need to pay the fee at IIMs which may be as High as 20 LPA, therefore, You understood everything Correctly.
