As per the notification in the website of Panjab University, the availiability of online admission form for various ug,pg,diploma and certificate courses have already started by 1st June and the last date for the same will be 3rd of July.

Since, you have specified registration for BA Social Science, which comes under the category of course 4 listed in the notifcation without entrance exam that is B.A.(Hons.) (PU-ISSER).
