Delhi is the capital of Country. In Delhi there is a National Capital Region that basically has all the offices and ministry offices. So it is the Capital State.

The Raj Bhavan, the Supreme Court, The Parliament House, The india Gate, The North and South Offices and all the other official residences of ministers are there at the Delhi Janpath and Firoz Shah Tughlaq Maarg.
