No, you can't appear in all state exam. Some state they conduct only for own state..
So you can't apply all state entrance exam.

Yeah Pradeep definitely you can there is no such rule by the Centre Government or Supreme court that any particular state students will not able to give this or that particular entrance exam. So overall you are allowed to write any Government or Private entrance exam of any Institution which is in India .
